Before travelling to the Republic of Serbia, please read here general entry requirements.
Citizens of the State of Qatar do not need visas for traveling to the Republic of Serbia.
Visas can be requested by submitting an application to the Consular Section of the Embassy of the Republic of Serbia.
TYPES OF VISAS ISSUED IN THE EMBASSY
1) Short Stay Visa (Visa C)
2) Long stay D (Visa D)
VISA C (Short stay in Serbia up to 90 days):
Short-stay visas are mainly issued for tourism, business as well as other travelling needs, including a single, double or multiple entries into the Republic of Serbia.
The duration of an uninterrupted stay, and/or the total duration of successive visits of a alien with a short-stay visa shall not exceed 90 days within a period of six months which began on the day of the first entry.
VISA C REQUIREMENTS:

Valid passport (passport must be valid at least 90 days from issue date of visa)

Photo (Size 3,5 x 4,5 cm)

Completed visa application form

Invitation letter
-
for a private visit - invitation letter certified by the relevant authority of the Republic of Serbia

for a business visit - invitation from by a company in Serbia stating nature of the business and expected duration of the visit, as well as a letter from an Qatari company which you are representing

for a tourist visit - a proof of payment for the trip issued by a travel agency (voucher or other type of payment receipt)

Proof of stay in Qatar - stay permit, visa (if you are not residing in your native country)

Work or School confirmation in Qatar.

Reservation of Return ticket or Itinerary (copy of International Driving License, Title and Insurance if you travel by car)

Proof of sufficient funds for staying in Serbia

Health insurance

Visa fee is 61 euro in cash.
Visa D -long stay is issued in case of styding, working in Serbia or connecting-joining the family. Visa fee is 32 euro. Documents needed are invitation letter, Marriage Certificate for Family visas, work or study confirmation in Qatar, travel insurance, Qatar ID, bank statement, original Passport and 1 photo, as well as Health Insurance.
VIsa fee for Montenegro is 120 euro in cash.
